In accordance with the provisions of the Hague Convention on Protection of Children and Cooperation in the Field of International Adoptions of 29 May 1993, the Family code and Ordinance No. 3, Any foreigner, who wishes to adopt a Bulgarian citizen, is required to file an application with the Ministry of Justice through the Central Authority of the respective country or through an accredited organization, which has been granted a license by the Minister of Justice. The application must contain the following:
- 1. Adoptive applicant’s presentation in short – personal information, nationality and citizenship, number and place of issuance of their ID cards, place of birth, country of residence, permanent and current address;
- 2. Adoptive applicant’s background history in short;
- 3. Information about adoptive applicant’s financial situation and social status;
- 4. Information about the central authority or the accredited organization that would act as an adoptive applicant’s intermediary, including persons for contacts, address, telephone number, representative office, accredited organization’s license terms;
- 5. Other circumstances that might be of significance for the adoption;
- 6. Applicant’s signature
