Contract

     The NATIONAL AGENCY FOR PROTECTING CHILDREN AT RISK AND COOPERATION IN INTERNATIONAL ADOPTIONS provides intermediary services to adoptive applicants in adopting a Bulgarian minor. So, both the Association and the adoptive applicants sign a contract for intermediary services in international adoptions and a power of attorney, whereby the adoptive applicants authorize the Association to represent them during the entire procedure.

     The Agency executes an agreement with the client whereunder it assumes the obligation to:

  • 1. Describe in detail to the client the legal framework regarding the terms and conditions, the procedures and the consequences of the adoption;
  • 2. Provide the necessary documents from the candidates for adoption or from the accredited foreign organization representing them abroad;
  • 3. Assist in filing or files all documents of the candidate necessary for the adoption procedure with the Ministry of Justice;
  • 4. Arranges for translation and legalization of all documents;
  • 5. Provides pictures or video-records of the child, if necessary;
  • 6. Sends to clients the documents for the child received by the Ministry of Justice;
  • 7. Assists in taking and declaring before the Ministry of Justice of the decision for adoption of a specific child;
  • 8. Organizes the contact between the candidate and the child;
  • 9. Carries out the contact in the cases provided for in Regulation No. 3;
  • 10. Notifies the client of the permission for adoption of a specific child granted by the Minister of Justice;
  • 11. Provides representation of the candidate in court;
  • 12. Intermediates in the issuing of a birth certificate, passport and visa of the child;
  • 13. Submits to the Ministry of Justice a certified copy of the court decision allowing the adoption;
  • 14. Applies before the Ministry of Justice for the issuing of a certificate of compliance of the adoption with the Hague Convention for Protection of Child and Cooperation in International Adoptions;
  • 15. Submits to the Ministry of Justice the respective certificates and other documents, issued by the competent authority in international adoptions in the accepting country;
  • 16. Submits to the Ministry of Justice six months information on the development of the child over the two year period from adoption;
  • 17. Explains to the client the necessity for his active assistance and participation in the adoption process;
  • 18. Maintains permanent contact with the client.
